The Tripartite Project Review (TPR) meeting held Demonstration for Fuel Cell Bus Commercialization in China (II) 2009-04-15 The Tripartite Project Review Meeting was held on March 12, 2009. The representatives from UNDP, CICETE and PMO. The meeting mainly reviewed the implementation of the project phase II and the issues related to the Shanghai FCB supplied contract. 1. Implementation of the project phase II. Ms Wang Ju made a presentation on the implementation and achievement of the project results to date. She also reported on the progress of Phase II and the follow up actions. Main points raised by Ms Wang at the meeting are as follows: ·Project Phase II was started on November 15, 2007. More than 100 people from central and local government, universities and FCB suppliers attended the ceremony and the invited media gave very detailed coverage about the inception ceremony. ·The project team made great efforts to prepare the Shanghai FCBs procurement. The development of Shanghai FCB Request for Proposal (RFP) was started from December 2007. National experts participated in all the team meetings and gave lots of suggestions on technical parameters and evaluation criteria. The CTA and the procurement advisers reviewed and gave their comments and finalized the RFP together with national experts and team members. And the RFP documents have also seek the comments from UNDP CO and UNDP-Bangkok. The formal RFP document was released on Aug 7. And four FCB potential suppliers bought the RFPs. The Shanghai Automotive Industry Corporation was announced to be the successful bidder. ·The negotiation meeting was held on December 9, 2008. And the FCB supplied contract is planned to be signed in April 2009 with the bidding winner. ·Three Beijing FCBs funded by national 863 program continued their passenger service in Beijing .Fortunately, they provided the service for the Beijing 2008 Olympic Marathon Games and Paralympics Marathon Games from August to September. ·Established the project website: www.chinafcb.org.cn and www.chinafcb.org, and updated website frequently to introduce project progress. 2. Issues related to the Shanghai FCBs supplied contract. There are some pending details to be discussed further, such as delivery time and payment. 1) The first partial shipment of one FCB shall be delivered before 20th September 2009, and the second partial shipment of five FCBs shall be delivered before 25th February 2010. 2) Shanghai Automotive Industry Corporation required 65 percent down payment. It is expected that the supplied contract will be signed in April. 3. Change Reporting PMO will inform CICETE and UNDP on any change of budget and activities in advance. |
